“…Beth Mitchell, the supervising attorney for Disability Rights Texas and a member of the commission who disagrees with the recommended change to the law. She says that people who are involuntarily committed often end up waiting in emergency rooms with no psychiatrist on staff. If they are in crisis and acting out, there is the risk of the ER pressing charges, leading to incarceration.”
