Background and Purpose of RFP
Across the United States there are low-income Americans who do not receive any legal help or enough legal help for 92% of the problems that substantially impact their lives. The Community Justice Worker (CJW) Program, which is funded by Texas Access to Justice Foundation (TAJF), has been tasked with creating a Statewide model to systemically address this lack of or limited legal help available for low-income Texans.
The CJW Program is a collaboration of five legal aid organizations across Texas. These partner organizations are Disability Rights Texas (DRTx) as the lead organization, Texas Legal Services Center (TLSC), Legal Aid of North West Texas (LANWT), Lone Star Legal Aid (LoneStar) and Texas Rio Grande Legal Aid (TRLA), who will provide limited scope legal services to low-income Texans in both small rural communities and large cities statewide through utilization of trained lay advocates.
This Request for Proposals (RFP) seeks submissions from qualified vendors to develop, configure, and implement a robust, user-friendly Learning Management System (LMS). The LMS will host training standalone modules (provided by a separate curriculum vendor that has already been selected), support certification and progress tracking, and ensure accessibility for learners statewide. The selected LMS vendor will collaborate closely with the CJW Moonshot Team and the curriculum development vendor to deliver a seamless user experience.

- Monday 9/22/2025 – Wednesday 9/24/2025: If selected as finalists for consideration, set aside time during these days for a 2-hour virtual presentation to discuss your proposal with the Vendor Selection Team.
- Tuesday 9/30/2025 by 5:00 PM MST: Notification of Decision. CJW Program has the discretion to extend this time period without notice to the proposers. All proposals shall remain valid and open for a period of one hundred sixty (160) days from the proposal submission date, unless a proposer notifies CJW Program of its withdrawal.
Minimum Qualifications
Vendors must demonstrate:
- Proven experience developing and implementing Learning Management Systems (LMS), particularly for adult learning environments
- Headquarters based in the United States
Vendors must certify that their LMS meets the following requirements:
- Mobile app availability (iOS/Android)
- Learner progress tracking
- Capability for quizzes and knowledge checks
- Functionality for awarding certificates and tracking course completion
- Role-based permissions (admin, instructor, learner)
- Compatibility with SCORM, xAPI, and HTML5 content formats
- Compliance with WCAG 2.2 AA accessibility standards, including screen reader compatibility
- Multilingual support, including Spanish language options
- Compliance with data privacy laws such as GDPR and CCPA
- APIs and webhooks
RFP Required Information
The criteria used to assess CJW LMS Development proposals are listed below and will be based on responsiveness to the elements of minimum requirements and the criteria listed below. Please submit the following:
Organizational Experience:
- Briefly describe your organization’s experience implementing LMS solutions for adult learning programs, ideally in non-profits, legal services, or workforce development.
- Provide two references for comparable work with their contact information.
- List key staff who would support this project.
Platform Capabilities:
- Certify that your LMS meets all the minimum requirements listed in the “Minimum Qualifications” section of this RFP.
- Describe additional platform features including:
- Gamification options
- Integrations with third-party tools (e.g., Zoom, Salesforce)
- Offline access for low-connectivity users
- Single Sign-On (SSO) capabilities
- Notifications via email/SMS
- AI-driven personalization features, if available
- Built-in authoring tools, if offered
- Automated learner management (e.g., reminders, auto-enrollment)
- Video hosting and embedding
- Downloadable resources
- Course updates by non-technical staff
- Learner enrollment and group management
- Types of reporting, dashboards, and export options, including custom KPIs
- Scalability to support growing users, content, and partners
- White labeling or custom branding options
Accessibility & Compliance
- Certify compliance with WCAG 2.2 AA standards and mobile optimization.
- Briefly describe key accessibility features.
- Certify compliance with GDPR and CCPA.
Delivery & Integration
- Certify LMS compatibility with SCORM 1.2/2004, xAPI, and HTML5 content.
- Describe your approach for integrating third-party modules and coordinating with curriculum vendors.
- Certify that the client will retain ownership and portability of all data and internally created content.
Project Management & Timeline
- Propose a timeline and advise on feasibility of the following milestones:
- Integration of Module 1 within one month of contract signing
- Integration of Modules 2-5 within three months of contract signing
- Outline your typical implementation timeline, number of feedback/revision rounds, project management tools used, communication approach, and training provided for client staff.
Support & Maintenance
- Describe post-launch technical support, including service hours, ticketing systems, response times, and maintenance processes.
- Describe available training resources, such as manuals, videos, and knowledge bases.
Proposed Budget and Narrative
- Provide a clear, itemized budget detailing setup or implementation fees, subscription costs (monthly or annual), user-based pricing models, costs for white labeling and custom branding, offline access features, storage overage fees if applicable, support and maintenance fees, API and integration costs, training and onboarding expenses, custom feature development if needed, hosting fees if hosted by the vendor, and any other ancillary costs.
- Include a narrative explaining cost assumptions and any key factors that influence pricing.
