Segregated Schools and Shadow Campuses for Students with Disabilities in Texas

A Disability Rights Texas investigation found that some students with significant disabilities in Texas are being tucked away in segregated schools and shadow campuses. Instead of receiving special education services in an inclusive environment, these students are placed in highly-restrictive environments at schools that lack transparency and monitoring, where low graduation rates and physical restraints are more common.
